Bio

Bartłomiej’s practice focus is personal data protection and administrative procedure.

He gained his professional experience at the Office of the Inspector General for Personal Data Protection in the Legislation and Complaint Adjudication Department, and subsequently as acting Deputy Director of the Health, Employment and Training Team at the Personal Data Protection Office. He was part of the team drafting the Act of 10 May 2018 on the Protection of Personal Data and the act implementing the GDPR. Bartłomiej was also part of the team drafting a code of practice for data protection in small clinics and a code of practice for the health care sector, and co-authored handbooks for employers and schools published by the President of the Personal Data Protection Office. He oversaw and conducted inspections when working with the Health Sector, Employment and Training Team at the Personal Data Protection Office. During the legislative process, he submitted comments on legislative proposals in terms of personal data protection law compliance. He has handled personal data breach cases reported to the regulatory authority. He was director of the Personal Data Protection Office Complaint Department from 2019 – 2021, issuing administrative decisions on individual cases and cases conducted ex officio concerning breaches during personal data processing. He represented the regulatory authority in cases before administrative courts.

Bartłomiej speaks at conferences and training sessions. He is the author of articles on legal aspects of personal data protection, including on changes introduced under the GDPR.

He studied at the Faculty of Law and Administration at the University of Silesia in Katowice.
